I just listened to this song again, off the album As If to Nothing.

The vocals are a woman reading in German. Interestingly, while you can find a transcription of what she's saying, no one I can find mentions what stands out the most for me in this song:

She's reading HTML code. The whole thing is source code for a web page.

I keep meaning to construct it that way. But it'll take effort -- and we all know how well I do with that. {snort}
